From 12:00 today, 20 October 2026, the compilation phase of the Voucher Cloud & Cybersecurity application is open, under article 5(2)(a) of the directorial decree of 4 August 2026.

What this phase involves

Compilation takes place on the online procedure published on the Ministry's institutional website (www.mimit.gov.it) and comprises:

  • access through SPID, the national services card or the electronic identity card;
  • entry of the required information and data and upload of the attachments, stating an active PEC mailbox, which is mandatory for submission;
  • generation of the application form as a non-editable PDF and application of the digital signature;
  • upload of the signed application and the consequent issue of the application preparation code.

Compilation may also be carried out by a delegated person; the form must however be digitally signed by the legal representative or by a special attorney registered on the platform (official MIMIT FAQ, section 2, no. 32). The application must be written in Italian, on pain of invalidity and inadmissibility.

Compilation is not submission. The application is submitted from 12:00 on 10 November 2026 until 12:00 on 20 January 2027, by entering the preparation code obtained in this phase.

Rules to know before submission

  • Compiling first gives no priority: applications are assessed in chronological order of submission.
  • No purchase should be made and no contract or subscription signed yet: expenses must follow the submission of the application.
  • Each applicant may submit only one application.
  • On pain of inadmissibility, the application includes among other things the declaration of a connectivity contract with a minimum download speed of 30 Mbps, the identification codes of the chosen services and products with the chosen acquisition method, and the declaration on the insurance contracts against catastrophic damage required by Law no. 213 of 30 December 2023.
  • The window may close before 20 January 2027 if resources run out.

Documentation to attach

The attachments section ("Allega") of the application form provides for:

  • the offers for the purchase of the chosen services and products, signed by the supplier (official MIMIT FAQ, section 2, no. 35). They carry the identification codes assigned by the official list, with the related cost items, and describe the starting position and the upgrade delivered or, for a new product, state that it is not already available to the applicant;
  • for SMEs, the self-declaration (DSAN) on catastrophe insurance (official MIMIT FAQ, section 2, no. 30);
  • any other useful documentation, for example to prove the declared improvement (official MIMIT FAQ, section 1, no. 48).

On 8 October 2026 the Ministry published the application form template, the supplier offer template and the model DSAN on catastrophe insurance. The contents of the offer and of the DSAN are covered in the guides to the supplier's offer and to catastrophe insurance.

On the date of submission the programme must not have started. Under declaration (i) and note 2 of the application form, it has started if the business has entered into legally binding commitments, such as signing a contract or issuing an order confirmation, if invoices have been issued or if payments have been made, including deposits.

Eligible suppliers are those on the list of qualified suppliers published by the Ministry. The eligible types and the conditions of the measure are set out on the measure's page.
