Proposed by the European Commission in April 2023 and adopted in 2024, this regulation aims to enhance the EU's ability to detect, prepare for, and respond to large-scale cyberattacks. The EU Cyber Solidarity Act entered into force on 4 February 2025. ## Strategic Objectives of the Cyber Solidarity Act The Cyber Solidarity Act is built around three core pillars: - **European Cyber Shield:** a federated network of pan-European **Security Operations Centers (SOC)** interconnected to enable real-time cyber threat detection using AI and advanced analytics. - **Cybersecurity Emergency Mechanism:** a European rapid response reserve composed of experts and technical teams ready to be deployed during cross-border incidents or cyber crises. - **Cybersecurity Incident Review Mechanism:** a framework for **post-incident analysis** aimed at identifying systemic failures and providing operational and policy recommendations. ## Why It Matters for Organizations This regulation boosts the EU's ability to coordinate responses to incidents that exceed national borders or impact strategic sectors. For businesses and public institutions, it means a more secure ecosystem and **greater interdependence** between public and private actors.
