Before submitting the application for the Cloud and Cybersecurity Voucher, an Italian company entered in the Register of Companies must be registered in Invitalia's «Anagrafica e Deleghe» system (registry and delegations). Two things depend on that registration: who may fill in the application on the company's behalf, and who signs it.

The basic rule is in the directorial decree of 4 August 2026: the application is submitted by the applicant, or by another person to whom the delegation to fill it in has been granted, only through the online procedure. According to the official MIMIT FAQ, however, the digital signature on the form belongs to the legal representative or to a registered special attorney: a simple delegate fills in the application but does not sign it.

This guide follows the official MIMIT FAQ, the slides of the MIMIT webinar of 15 October 2026 and the interactive guide to filling in the application published by Invitalia (version of 28 October 2026). For the general functions of the system it draws on Invitalia's Area personale guide, which applies to every incentive the agency manages and sets no rule specific to the voucher. The application section by section is described in the guide to [filling in the application on the platform](https://www.aegister.com/en/cms/insights/cloud-cybersecurity-voucher-application-platform/); the submission phase in the [submission checklist](https://www.aegister.com/en/cms/insights/cloud-cybersecurity-voucher-submission-checklist/).

## Registering the company in Anagrafica e Deleghe

The measure page on the MIMIT website asks an Italian company entered in the Register of Companies to register its details in Anagrafica e Deleghe before sending the application. The slides of the MIMIT webinar of 15 October 2026 describe the system as the section for managing the applicant's registry details and for entering any delegation, available at [invitalia-anagraficaedeleghe-fe.npi.invitalia.it](https://invitalia-anagraficaedeleghe-fe.npi.invitalia.it/).

The slides describe registration by the owner or legal representative of the applicant company, in four steps:

1. open the detail view from the system's main page ("Vedi dettaglio");
2. choose the «Aggiungi impresa italiana» button (add Italian company);
3. enter the company's tax code, the incentive concerned and your role, then go on with «Continua»;
4. check and save the details, which the system takes automatically from the Register of Companies.

Invitalia's Area personale guide, which is general for every incentive, provides three roles for registering an Italian company:

- **legal representative**, including one of several legal representatives: the system checks that the tax code appears in the company's chamber of commerce record and belongs to a legal representative in office;
- **attorney** (procuratore), holding a power of attorney to represent the company for the activities of the incentive: the power of attorney document and its expiry date are uploaded, and a PEC message is sent to the company's address, where the company approves or rejects the registration;
- **designee** of the legal entity that represents the company: the legal entity's tax code and the designation document are entered, with the same PEC confirmation.

For an attorney or a designee, once registration is complete the system compares the details with the company's record in the Register of Companies. The same guide states that registration can be done before or while the incentive's window is open. For the voucher, filling in opened on 20 October 2026 and submission opens on 10 November 2026 ([terms and procedure for submitting applications](https://www.aegister.com/en/voucher-cloud-cybersecurity/#termini)). Invitalia's interactive guide starts the application with the choice of the company it is submitted for and, if the company is not listed, points to registration in Anagrafica e Deleghe. Self-employed workers do not register: their case is described below.

## Delegating the application

Once the company is registered, the legal representative can grant a delegation to a third party, for example a consultant, a professional or a collaborator. The delegate acts on the company's behalf within the permissions received (official MIMIT FAQ, section 2, no. 31).

The MIMIT webinar slides describe the procedure for the voucher:

1. in the Azioni (actions) column, choose «Nuova Delega» (new delegation);
2. in the «Aggiungi Delega» section, enter the incentive, the line of intervention and the phases to delegate;
3. after «Continua», enter the delegate's details and the period of validity;
4. with «Genera nuova delega», create the PDF document, download it and have the legal representative sign it digitally;
5. upload the signed document with «Carica file»: if the signature is validated, the «Salva» (save) button is enabled.

Once saved, the delegation is active from the date given and the delegate receives an e-mail notice. The delegate needs SPID, CIE or CNS.

### Read and write delegation

According to the slides, the delegation can be read-only, which only allows consulting the application windows, or write, which lets the delegate act on behalf of the legal representative, but not sign.

### Simple delegation and delegation with power of attorney

Invitalia's Area personale guide, which applies to every incentive, distinguishes two kinds of delegation:

- **simple delegation**: with read permissions the delegate consults the applications, with write permissions fills them in; the delegate is not authorised to sign them for submission;
- **delegation with power of attorney**: with write permissions the delegate can also sign and submit the application.

The same guide states that the kind of delegation available depends on the requirements of the incentive, and that the platform shows the applicable kind for the line of intervention chosen. For the voucher, the webinar slides describe only read or write delegation, without signature; according to the official MIMIT FAQ (section 2, no. 32), only the special attorney registered in Anagrafica e Deleghe may sign in place of the legal representative, as described in the next section.

On managing delegations, the Area personale guide also states that:

- the delegation document, generated by the platform, is uploaded digitally signed in p7m format;
- the delegate receives a confirmation e-mail and can refuse the delegation;
- the representative can revoke it or extend it;
- if the representative leaves office or the attorney's mandate ends, the related delegations are deactivated; the new legal representative or attorney can reactivate them.

If the legal representative changes while the application is being filled in, it is worth checking the state of the delegations in Anagrafica e Deleghe.

## Who signs the application

The application form generated by the platform is a PDF file that cannot be modified, to which the digital signature is applied; the signed form is uploaded back to the platform, which only then issues the application preparation code (codice di predisposizione domanda). The template form requires signature with a digital signature under legislative decree no. 82 of 7 March 2005.

The FAQ state who may sign the form:

- the **legal representative** of the applicant company, or the self-employed worker applying in their own name;
- the **special attorney** (procuratore speciale), for whom a specific registration procedure in Anagrafica e Deleghe is provided, who may sign in place of the legal representative.

A simple delegate for filling in or submitting the application cannot replace the legal representative in signing the form. In the template application, section A.5 «Firmatario» (signatory) provides for the capacities of legal representative and delegate with power of attorney; among the final declarations, whoever signs as delegate declares doing so under articles 47 and 76 of Presidential Decree 445/2000, on the strength of the delegation granted by the legal representative.

Invitalia's interactive guide also states that:

- the signatory can be the legal representative of the applicant company or the attorney registered in Anagrafica e Deleghe, and must be of age;
- the delegation to fill in the application must be recorded in Anagrafica e Deleghe;
- if a delegate with power of attorney signs, the power of attorney is uploaded among the application's attachments, digitally signed;
- the legal representative's details are taken from the Register of Companies and cannot be changed; if the company has several legal representatives, another one can be chosen.

Whoever signs therefore needs a valid digital signature before the form is generated: without the signed form uploaded, the application preparation code is not issued.

## Self-employed workers

A self-employed worker cannot register their activity in Anagrafica e Deleghe, but can still delegate someone to submit the application. According to the slides of the MIMIT webinar of 15 October 2026:

- the delegate needs SPID, CIE or CNS and a delegation digitally signed by the self-employed worker, giving the mandate to submit the application;
- the delegation always enables the delegate both to read and to write;
- the application and every attachment, the delegation included, are digitally signed by the self-employed worker.

Invitalia's interactive guide adds that, for a self-employed worker, the «Firmatario» field shows «Rappresentante legale» (legal representative) and cannot be changed, that a delegation with power of attorney to a third party cannot be entered, and that the delegation is uploaded among the mandatory attachments only when the person filling in the application is not the person signing it, and that no specific template is provided for this delegation.

## Signing the suppliers' offers

Each offer attached to the application must be signed by the supplier (official MIMIT FAQ, section 2, no. 35); the template offer ends with the date, stamp and signature of the supplier. The content of the offer is described in the guide to the [supplier's offer](https://www.aegister.com/en/cms/insights/cloud-cybersecurity-voucher-supplier-offer/).

Invitalia's interactive guide sets out the order of signatures:

1. the supplier signs the offer, with a digital or handwritten signature;
2. with a handwritten signature, the identity document is attached to the offer in the same file, or uploaded as a separate file among the optional attachments, under «ALTRO» (other);
3. the signatory of the application then signs the offer digitally, so that it can be uploaded among the mandatory attachments;
4. if the supplier has also signed digitally, the last digital signature on the file must be the applicant's.
